It's one of the numerous sketches written and played by Manu Thoreau for a programme named Faux Contact, a spoof based on the official Contact, a didactic program about road-traffic safety. Manu Thoreau imitated (and also exaggerated) Commandant De Nève's (the presenter) way of talking.
